From what I understand, the tier system is basically in place so every no-name board isn't spammed on the big ones. Tiers need to be within one of each other for their boards to be connected. A tier 2 board can connect to a tier 1, 2, or 3 board. A tier 0 board can connect to a tier 0 or 1 board, etc.
AFAIK it has nothing to do with how many boards are connected, rather it is based on board activity.
The tier system is very cool IMO. This not only protects large boards from being spammed with boards with no content, simply being entitled "EATDICK", but also provides protection to smaller boards via both obscurity and requiring users to traverse and get a feel for the site before reaching them.

I made a touhou board and it has some activity but the tier is still 0, it is only connected to the videogames board
