One factor not mentioned is that because policing functions as effectively something like an occupying army for communities of color, African American communities are appropriately distrustful of using the police for crime control purposes. When there's crime, but you don't trust the response you get when you dial 911-- you dial it less often. Without a police force that the community can trust, they get much less effective crime control

"What police do" means something very different when I call 911 ( a polite response from a cop who I know in my small town ) to what might happen for say, an African American living in Baltimore. For her, that call may produce any number of bad possibilities-- maybe the police will help, but maybe not. And of course, not every interaction is bad-- but enough of them are that "what kind of a response will I get?" is a well founded concern. This feeds back into a cycle of distrust, brutality, self help and ineffective police services-- if you can't get information from the community, you end up where Baltimore is, clearing perhaps 1/3 of homicides; in more trusting communities the number may be %85.

That's a common misunderstanding. The fact that an impossible percentage exists when it shouldn't in fact proves there's a systemic racism problem whereby people of color are disproportionally arrested and convicted for crimes they didn't commit. If there weren't a systemic racism problem, the stat would be proportional to percentage of population. The stat literally proves systemic racism is real.
The fact people of color are overrepresented is literally proof of systemic racism, as is the fact white people are underrepresented, which could only happen if white people were disproportionally assumed innocent for crimes they did commit.
Just quit with the dogwhistling and say outright what you actually mean. Have some balls to say what you actually meant.
It's a shame. Racism is simply ignorance personified and is the laziest way to deal with someone.
